We’ve compiled a comprehensive list of Universities that offer full scholarships to international students. This is not an exhaustive list whatsoever but gives you a good overview of Universities that offer full scholarship to international students and the scholarship opportunities.
The requirements differ by scholarships. However, most scholarships require you to get a high score on English Proficiency exams like TOEFL and IELTS as well as appropriate tests such as SAT/ACT for prospective undergraduate students and GRE for prospective graduate students. In addition, they will need to get excellent grades and recommendations.
You should note that only some international students that meet these criteria actually get these full scholarships. There are oftentimes more qualified students than seats available, so you will need to apply for several to increase your chances of getting a full scholarship.
1. Harvard University
Harvard University is the oldest institution in the US, Harvard is one of the universities that offer full scholarships to international students for Undergraduate, Master’s, and Ph.D. students.
Eligibility:
- Completed Application Form (Common App & Other)
- High School Records. & Transcripts (Translated to English if Given in Local Language)
- Mid-year School Report, Teacher Evaluations, and Final School Reports
- Standardized Test Results (SAT or ACT)
- Proof of English Proficiency (IELTS or TOEFL) if Applicable
- Supplemental Materials (Additional Documents, Articles, Images, or Videos)
2. Yale University

Eligible high school students (including international candidates) are automatically considered for a variety of admission scholarships when they apply to the University. Awards and cut-offs vary by division, faculty and college. The majority of our admission scholarships are awarded automatically. A separate application is not required for these merit-based admission awards.
4. Princeton University

Similar to applicants from the United States, we evaluate applicants outside the U.S. with their immediate context and opportunities in mind, including the education systems of different national and international systems. Please note that there is no preference or advantage to a particular system or country.
The full need of all admitted international students is met the same as it is for students from the United States. Princeton admission is need-blind — there is no disadvantage in the admission process for financial aid applicants. Students who qualify for financial aid will receive a grant, rather than a loan that has to be repaid.
5. Massachusetts Institute of Technology (MIT)
Massachusetts Institute of Technology is one of the universities that offer full scholarships, which is awarded based solely on financial need and come from our endowment, gifts from MIT alumni and friends, and MIT general funds. 6. Duke University
Duke is one of the universities that offer full scholarships (merit scholarships) to incoming first-year students. These scholarships cover the cost of tuition, mandatory fees, room, and board for four years of full-time undergraduate studies. There is not a separate application for these scholarships. The Hays Scholarship, awarded to four entering students each year, provides full tuition, room, board, and mandatory fees for four years of study at Hendrix. Students who wish to compete for the Hays Scholarship must apply for admission by November 15.
